Role of Police - Investigation or Administration?

Since young, I'd been watching a lot of Hong Kong drama and movies. I'd the impression that police's duty is to protect the citizens, and to investigate crimes.

In this country, we have half of the police forces (48.2%) doing administrations and logistics, where only a mere 9% is involved in crime investigation. (Read Minister of Home Affair's reply to Tony Pua's question here.)

When we are hoping that more polices will be recruited to fight crime, more police stations and "Pondok Polis Komuniti" were built indeed. Hope the authority can listen properly, what we need is more polices to protect us, and to investigate crime, we don't need more police stations for us to report crimes.
